Your content, minimal permissions
FAQ Builder stores its content in the web part itself and runs client-side as the signed-in user, so there are no lists to manage and nothing leaves your tenant. Only the optional audience targeting uses a single read-only Graph permission, GroupMember.Read.All, which your admin approves once. If it is not granted, targeting fails open and every question simply shows.
