We will not promise anonymity SharePoint cannot keep
Answers are stored in a SharePoint list in your own tenant, and SharePoint records who created every item. So Pulse does not claim to be anonymous. What it does instead is limit who can see what, and say so on the page: ordinary users can read and edit only their own response, list administrators can read them all exactly as they could with any list, and everyone else sees a published snapshot of the totals, never anyone's raw answers.
Tools that promise anonymity on top of SharePoint storage are promising something the platform does not give them. We would rather tell your people the truth, so the answers you get are worth having. No Graph permissions, and nothing leaves your tenant.

Yes. Set an opens-on and a closes-on date; before it opens and after it closes the part shows results rather than the questions. You can also set the invited audience size so participation is shown as a percentage rather than a bare count.
